Buster Keaton edited this feature down several times because it was poorly received by audiences, according to Wikipedia (which cites something else) so that explains the length.
The Sherlock Jr. I have is only 44 minutes.
Personally I feel that a movie should be 60 minutes or longer to be a feature. The Screen Actors Guild goes as far 80 minutes. But that means movies like Bambi (70 minutes) or Dumbo (64 minutes) wouldn't count. Plus, there is a Orson Welles movie called The Immortal Story that is only 58 minutes. So it's hard to say really. Personally, I think everyone just has to decide for themselves. Not that it matters terribly much. Short or feature length, Sherlock Jr. is a great movie.
Is it really a short? IMDb says: "Any title, specifically a "feature", with a running time of less than 45 minutes ie. 44 minutes or less." But Sherlock Jr. runs 45 minutes. :-)

Probably the greatest short ever made.
