Well since this list is basically just a non-English language list, I think he was pointing out that this is silly because you could have innumerable lists that just arbitrarily excluded a particular language.
I like this one though since it's a list of favorite non-English language films from the perspective of an English speaking audience, and that's quite alright in my book.
I find the definition of world cinema a bit absurd. Is there also a list of the best film in not-Chinese? Isn't European continental cinema closer to English or American cinema (maybe ignoring Hollywood) then to Latin American or African cinema?
I love Amélie! And City of God, Pan's Labyrinth, and Y tu mamá también are all great Latin American movies. But it would be nice to see more here that aren't from the last decade.
OMG, I never thought there were so many non-English language films. It's so great to see that people make cinema anywhere in the world and not only in english-speaking countries. It's beautiful and inspiring.

Three Colours Trilogy, Apu Trilogy and Manon des Sources/Jean de Florette are single entries with multiple films, hence 105.johnnyg

"Is there also a list of the best film in not-Chinese?"I counted a grand total of nine Chinese-language films on this list. What the hell are you complaining about?
