Because FT is a dutch site where people can vote movies like IMDb. Only this site is less famous, one film is marked like 20 to 200 times (instead of thousands like IMDb). When someone likes or dislikes a film and gives it a 10 or a 1, the mark changes mostly a tenth of a point or two. Plus, a film only needs 20 votes to get in the list.
