I don't know how you define "full recurrence" but on the Top 250 History website its a list of all movies that have been on all available snapshots. So if a movie has been on 4000 of all available 4000 snapshots it has a 100% (full) recurrence. Currently there are 121 movies with full recurrence.
Maybe you're looking for the shadow top 100? "The Shadow Top 100 contains the titles that have disappeared from the IMDb Top 250 but have been on it longest. These are the titles with the highest recurrence."
