It's frequently screened in New York, which is also the place most/all of the critics responsible for it's inclusion saw it. I believe it also toured Europe at some point, but I'm not sure.
The 16mm print can be rented from Canyon Cinema for 600 dollars, or you can buy it for the small sum of 21,250.00 dollars: http://canyoncinema.com/catalog/film/?i=3861
As I assume you can't rent it to Norway, you'll probably have to buy it. And you'll obviously need the equipment to be able to play it as well. Good luck with that ;)
The cheapest option would be to buy a plane ticket to New York next time there's a screening.
mrbungle, Das Boot was on the list for the very first time last year. I think that in 2011 he gave more weight to IMDb than he is this year. (that's why The Dark Knight probably rose and fell too)
Scottathon, Maybe The Art of Vision will finally be released somewhere? Perhaps we can bribe an enterprising student in Colorado to smuggle a copy...
I'm up 2 this year. I thought it was going to be more after reviewing the adds, but there were some rather suprising deletes that I'm still stunned by.
I saw "Das Boot" for the first time last year and was absolutely awestruck. How could this film drop 300 places and completely disappear? I was also disappointed to see "American Beauty" disappear as it's one of my absolute favorites in recent memory, but a more understandable deletion. :(

Maybe THE ART OF VISION will drop off completely on the next iteration. I'm sure it's amazing, but it seems like there's pretty much no way to see it.mrbungle
