Doesn't work as a tie-in to the brutal anime series, nor as a separate entity.
Too much has been stripped away from the original story, even for a double feature. What little remained was then clumsily wrangled into this soulless waste of time. The script is terrible and barely any character works. The music goes crazy in many situations where it doesn't fit at all and it stands out like a sore toe in your ears. The effects aren't worth the bother either, a lot of the time it's just people in rubber suits.
If you like the anime or just good movies in general, there's nothing for you here.
