While it suffers from Lynch's characteristic weirdness, it is not about that weirdness (unlike, for example, Inland Empire). Once you get past the deliberately stiff and unnatural dialogue, and ignore the insultingly obvious parallels to The Wizard of Oz, the film does have some drive and momentum.
It's a shame they left some threads of the plot unwoven in the end result, but this bizarre love story is a very fun and morbid one, and the over-the-top acting serves to the tone of the movie. The trademark Lynch symbolism is also present in here, though not as strongly as in his other better works such as eraserhead, blue velvet or mullholand drive (even twin peaks' first season). I ultimately enjoyed it
Really had fun watching this one. I think people who hated it just took it too seriously. Don't, just enjoy ! Not a great movie but worth the watch. Good acting, and a lot of similitude with Twin Peaks.
