This movie is on IMDB described as campy. There's indeed a lot of exaggeration but I think it's on purpose. I mean von Sternberg made some really good movies, he couldn't just forget it when he was making this one.
As far as film noir goes it's a really bad one, not even a B-movie. But I like it, in a way it's fresh and interesting. 10 years 10 months ago -
