Decent by the standards of comedy sequels. The gross-out moments uniformly miss the mark and feel like a relic from another era, but there are some truly hilarious scenes as well, such as the tailgate sequence and the airbags, as well as some great one-liners. The most impressive thing is that the good moments don't rely solely on callbacks to the original, and the film keeps the obnoxious "oh no it's all happening again" meta jokes to a bare minimum (see 22 Jump Street for the other extreme).
The addition of the sorority, and all the feminist subtext that this brings, is an interesting direction to take a sequel but didn't really work for me, as I never bought into the rushed chemistry between the girls, particularly because they seemed to oscillate from relatively good-natured to downright evil based solely on what was demanded by the plot. But while the political message got way, way too heavy handed, you still have to give the film credit for trying something a little different, and the setup at least served as a way for Efron to change sides, which enabled him to turn in one of his most impressive comedic performances to date. Worth a watch.
Worst than the first one.
I really liked this movie. My only complain is that the 25 first minutes doesn't make any sense at all and seems like the most random part ever. I have not seen Bad Neihgbours 1 so perhaps that might be more acceptable for those who have. But the rest of the movie is pretty good.
